Japan take-off minimums show REDL lights, how does Jepp determine they meet High intensity requirements?
The REDL in the Japan AIP Abbreviations means Runway edge lights and doesn't specify intensity.
Japan has LIH, LIM, LIL abbreviations for the lighting intensities, but doesn't specify this in their take-off minimums.
Jeppesen adds the intensity levels for these lights such as HIRL, MIRL, LIRL to the take-off minimums by looking at the airport characteristic lighting pages in the AIP.
All Jeppesen is doing is describing the intensity of the lights at the specific location.
So if a location had LIM, we would put MIRL instead of HIRL in the take-off minimums.
Most all Japan has HIRL.
