Regarding noise abatement procedures for US airports, there have been some policy changes and decisions made in regard to the 10-4 pages.

All United States noise abatement charts (indexed X0-4) were removed from the Jeppesen airway manual based on an internal audit. The only exception made was/is for Washington/Reagan Intl (KDCA), due to the fact that the Prohibited Area avoidance procedures are combined with Noise Abatement procedures.

In the United States, there is no official method to disseminate noise abatement information. Historically, information was being provided to Jeppesen via a local or municipal source (airport operations, ATC, port authority, etc.). Information provided to Jeppesen in this format was difficult to maintain and validate which lead to inaccuracies and procedures that were completely out of date.

Some of this information (LAX for example) is still being published in-part by the AeroNav charting group in the FAA Chart Supplement (formerly AFD), which we are unable to use as official source documentation. If published in the FAA Chart Supplement, the information should still be considered valid from an operational standpoint.

Noise abatement charts will remain at locations outside the United States, which publish their Noise Abatement Procedures as part of the Country's Aeronautical Information Publication (AIP).

Listed are a few core reasons why Noise Abatement procedure charts were removed in the United States:
- The source stream was unreliable which led to incomplete and/or inaccurate data.
- Noise abatement procedures apply to VFR departures and arrivals (or if a pilot accepts a ‘visual approach’ in order to terminate an IFR flight plan when established on that procedure).
- Crews were sometimes confused/misled as to whether the procedures were mandatory or recommended, and even more so when procedures didn’t align with their company policies, etc….

Currently, Jeppesen only includes noise abatement notes on the airport diagram charts (i.e. 10-9/9A), per the FAA National Flight Data Digest (NFDD), when they are mandatory (not recommended) in nature.
For example, “Runway 18 take-offs not authorized for Jet aircraft after 1900 local time”.
